Regarding all of the 4th place finishers (last state tournament qualifier) in all four AAA regions last season, the average combined record is:

Region 1: 27 - 14

Region 2: 17 - 18

Region 3: 23 - 16

Region 4: 21 - 17

* Total all the wins and all the losses for all 14 weight classes for all 4th place finishers. Find the average.

Statistically, any average or comparison is essentially meaningless since the opponents faced are not even remotely close to being the same wrestlers. Therefore, one could do nothing but guess the significance of records or try to speculate on the quality of competition faced. Records, as a measure of quality, are quite often deceiving. The teams that travel out of state extensively have found that out for years.
