In 1975 and before there was a single class in wrestling in WV. Because of the limited number of state championship qualifiers (for a long time, 1 per region), small schools could do well at state with 1 or 2 good wrestlers (see Sophia, Big Creek). Having JV wrestlers at the state and regional tournaments ruins the team scoring concept. One has to accept that before this is done. It is for that reason that I am against such a change.

The National Federation rule is that to be potentially dangerous, there has to be a lift in the rear standing position with an arm trapped. This is what Ohio follows. WV made the rule on application which, while safer, complicates the intent of the new rule.

I think the question is asking about a loss of control. This can happen at the end of a period or an out of bounds. The college rule is: top man has 5 seconds and if you haven't returned him to the mat, regardless of attempts, it is stalling.
The high school rule is: stalling is called if there is no attempt to wrestle, so it is more subjective. There is no "5-second count" rule.

As an old-timer I have to disagree with going back to one class for a state championship. I seem to remember when they went to changing alignments every 4 years that they would attempt to maintain congruent numbers in each aligned class. Matofficial, I agree with most of what you said. I've always argued that WV wrestling, when compared on a per capita basis, compares favorably with other states. The population is the first determinant. But competition is not on a per capita basis. The 2012 AAA state champions had 5 seniors, I think...
